Noel Rodriguez-Alvarez, aged six, was reported missing on March 20th in Everman, Texas. He was last sighted in October, characterized as 'ailing and undernourished.' Noel's mother, Cindy Rodriguez-Singh, and his stepfather, Arshdeep Singh, absconded to India, confronting charges of felony child desertion and jeopardy.


A vanished six-year-old lad, whose mother professed she bartered him at a Texas marketplace owing to a purported 'demon within him,' is presumed deceased. Chief Craig Spencer of the Everman Police declared Thursday that the quest for Noel Rodriguez-Alvarez has morphed into a fatality inquiry, endeavoring to locate and retrieve his remains.


Noel's disappearance was brought to light on March 20th when the Texas Child Protective Services received an anonymous tip indicating his absence since November 2022. Spencer disclosed that Noel was instrumentalized by his mother, Cindy Rodriguez-Singh, to garner state entitlements. He was last observed in a debilitated state in October 2022, coinciding with the birth of twin siblings.


Reportedly, Noel's mother denoted him as 'sinister' and 'possessed,' apprehensive of potential harm to the newborn twins. Subsequently, Rodriguez-Singh and her spouse, along with their six other offspring, departed from Dallas-Fort Worth to India, two days post his reported disappearance. Nevertheless, Noel, afflicted with disabilities, including a pulmonary ailment, was not in their company. Rodriguez-Singh and her spouse face severe charges of child abandonment and imperilment, with endeavors underway to repatriate them to the U.S.


The duo is purportedly still in India, as investigators strive to pinpoint their whereabouts in the quest for Noel's remains, as elucidated by Chief Spencer in an update on Thursday.


'I concede this is not the anticipated outcome for which we fervently hoped,' Spencer lamented. 'Yet, we must persist in our solidarity as a community, championing Noel's cause.'


Spencer revealed that Noel was last professionally attended to in July 2022, thereafter missing several medical appointments, prompting warnings of cessation of benefits Rodriguez-Singh was receiving. Allegedly, she resorted to borrowing another mother's child to impersonate Noel during medical visits, falsely citing COVID.


Rodriguez-Singh's proclivity for abuse and neglect towards Noel was attested by relatives. One recounted an incident where she struck Noel for hydrating himself to avoid diaper wetting. Others affirmed her penchant for withholding sustenance and hydration, stemming from aversion towards tending to him. A relative disclosed that Rodriguez-Singh mentioned selling Noel at a 'Fiesta Market' store, though subsequent investigation found no substantiating evidence, deeming it a ploy to misguide.


Furthermore, Noel's uncle Cantarino Rodriguez testified to witnessing Rodriguez-Singh's maltreatment towards the child. A wellness check at their residence on Wisteria Drive on March 20th yielded no fruitful leads, with Rodriguez-Singh claiming Noel was with his biological father in Mexico. However, subsequent verification by Homeland Security invalidated this assertion, revealing her evasion tactics.


Rodriguez-Singh then procured travel visas for herself, her spouse, and their other children, excluding Noel, journeying to India via Turkey, evading police scrutiny. A search warrant executed at their domicile, a converted shed, unearthed no incriminating evidence despite recent concrete patio alterations, financed by Rodriguez-Singh. Authorities have issued warrants for Rodriguez-Singh on charges of false reporting and probation violation, now bolstered by felony charges, paving the way for extradition.


The FBI, Texas Department of Family and Protective Services, Alliance for Children, and National Center for Missing and Exploited Children are collectively engaged in the ongoing investigation.
